Luminesce Consulting, LLC has conducted a wide range of program evaluation services for a variety of social service and government agencies. These evaluations have been as diverse as conducting personal interviews and focus groups to establishing community needs to paper and pencil questionnaires addressing satisfaction, knowledge gains, and behavioral changes to secondary data analysis examining longitudinal shifts in attitudes and behaviors. The following delineate the spectrum and scope of the projects which Luminesce Consulting, LLC has conducted.

Alcohol & Chemical Abuse Council of Butler County


Projects:Second Step program; Anger Management group

The Second Step program was a program designed to prevent youth violence and promote social and emotional learning for children ages preschool through 9th grade. The Anger Management group was a group therapy program for middle school students who demonstrate behavioral difficulties in the classroom. For these programs, Luminesce developed tools for evaluating the knowledge gains and behavior changes of the students participating in the programs. Pre/post test instruments were utilized and data were collected from different sources (students, teachers). In addition to the development of questionnaires, Luminesce also developed the data entry system utilized by ACAC for inputting and analyzing these data.

Canton Area HIV Consortium


Projects:Community HIV/AIDS Prevention Needs and Services

This project entailed conducting six focus groups of the targeted populations to determine the HIV/AIDS prevention needs and service gaps in the Canton community. Here, Luminesce provided technical assistance in determining group composition, identifying the protocol for the groups, increasing participant recruitment, and facilitated the groups. Furthermore, Luminesce Consulting analyzed and interpreted the data for a report of results and recommendations.

Children's Hospital


Projects:HIV Education program; Postponing Sexual Involvement program; Parent Enrichment Program; S.A.N.T.E. program
Dates: December, 2001- December, 2003

The HIV Education program was designed to educate young people about the risks and consequences for contracting HIV. The Postponing Sexual Involvement discussed ways in which teens and young adults could reduce their risk for pregnancy and sexually transmitted diseases, while also enhancing their refusal skills. The Parent Enrichment Program worked with teen and young adult parents to increase their parenting skills, knowledge, and positive behaviors. The S.A.N.T.E. program was a multi-session, behavior change program for youth ages 13 to 18 years old. The goal of this program was to reduce the risk of youth acquiring or transmitting HIV and/or STIs by increasing their knowledge of HIV/STIs and by increasing their communication and behavioral skills. For each of these programs we developed pretest/posttest questionnaires for completion by students, provided technical assistance for data collection strategies, conducted data analysis and interpretation services, and generated reports based on the information gathered from these surveys.

Columbus AIDS Task Force


Projects:HIV 101; Respect Yourself, Protect Yourself; House Party; Taking Action; Positive Power; M4M; Capacity Building; SISTA
Dates: 1996 - 2006

Luminesce developed evaluation questionnaires and strategies for several education and prevention programs offered by the CATF. HIV 101 was a knowledge-based program for teens to adults. Respect Yourself, Protect Yourself was a program for men and women designed to increase their knowledge of HIV as well as develop skills for negotiating safer sexual behaviors. The House Party and Taking Action programs focused on education and behavioral skills for adult women and men, respectively. The Positive Power program utilized a peer education model in which HIV-positive men discuss issues among their peer network. M4M was a prevention program for MSM in the Columbus area. Two Capacity Building programs were also evaluated: the first of which dealt with increasing participants= knowledge of HIV prevention and transmission and gave participants a better understanding of the challenges faced by the HIV positive community. The other program provided the fundamentals of HIV prevention counseling to participants. SISTA (Sisters Informing Sister about Topics on AIDS) was a peer-led program to prevent HIV infection among African- American young women. The program was tailored towards the needs of African-American women who are currently in a heterosexual relationship and consists of five sessions which address Ethnic/Gender Pride, HIV/AIDS Education, Assertiveness Skills Training, Behavioral Self- Management Training, and Coping Skills. For all of the programs, Luminesce was responsible for developing the tools/instruments, establishing data collection protocols, data entry, analysis, interpretation, and reporting.

Project:Client Satisfaction Assessment

For the Client Services Department we have worked to develop a useful client satisfaction survey with regard to the services the CATF is providing, access to these services, and gaps in service provision. These surveys are distributed bi-annually via mail and response rates have varied from 5% to 30% (total number of clients ~ 650). Luminesce is responsible for data entry, analysis, and reporting. In addition to the quantitative questionnaire we designed, the CATF decided to augment surveys with client centered focus groups around select topics in 2003. Here, we developed the interview schedule, facilitated groups, analyzed the data, and provided a synthesis of results.

Project:Positive Solutions Treatment Program
Dates: January, 2002 - April, 2005

This program was designed to address the twin epidemics of substance use and HIV/AIDS especially within the African American community. Luminesce developed an evaluation methodology and tools for use, provided data entry and analysis, and developed reports for the CATF and SAMHSA.

Project:Community Needs Survey
Dates: January - November, 2000

For this project, a 23 item questionnaire was devised to assess the HIV prevention needs of men who have sex with men and/or gay identified men in the Columbus community. 643 men completed the survey. Luminesce developed the survey instrument and data collection protocol, compiled and analyzed the data, and prepared a final report consisting of results and recommendations.

Columbus Area HIV Consortium

Project:Process Improvement Plan
Dates: December, 2001 - February, 2002

For this project, Luminesce Consulting developed tools for Consortium members to complete regarding the processes of the Consortium, how it conducts its business, and areas for improvement. In addition to surveys, four focus groups of members were conducted to elicit more detailed and concrete information about the Consortium and its processes. Luminesce developed the questionnaires, facilitated the focus groups, compiled and analyzed the qualitative and quantitative data, and provided a report of findings and recommendations to the Consortium.

Columbus Coalition Against Family Violence

Project:Evaluation of the Domestic Violence

This project aimed to develop an evaluation plan inclusive of quantitative and qualitative methodologies, and implement that plan to examine the Capital University Law School Civil Protection Unit and Contested Child Custody Unit capacity to provide comprehensive civil legal assistance to victims of domestic violence. Here, Luminesce was responsible for developing the evaluation methodologies, conducting data collection, conducting personal interviews with clients, entering and analyzing data, and preparing written reports of results.

Project:Healthy Homes Demonstration Grant Evaluation

The purpose of this project was to evaluate the Healthy Homes Demonstration Program, which was designed to provide cost effective, sustainable, preventive measures to reduce injury and morbidity from preventable housing related health and safety hazards associated with asthma in the home environment. Luminesce personnel were responsible for developing the data collection tools, ensuring data were collected within the prescribed time frames, entering and analyzing the data, and preparing written quarterly, requested, and final reports which summarized the evaluation results and translated conclusions into program policy actions and procedures.

Project:Syphilis Elimination Project: MSM Community Assessment

In an effort to strengthen the MSM's community involvement in the reduction of syphilis and establish effective methods for health promotion Luminesce was hired to conduct five focus groups and three personal interviews to determine motivations for testing, methods for getting information to the community, and components of effective messages. Luminesce Consulting developed appropriate interview questions and probes, conducted participant recruitment, was responsible for all interview and group logistics, facilitated all interviews and groups, and conducted data analysis and interpretation. Reports were provided to the Health Department with results and recommendations for program enhancements.


Project:Minority HIV/AIDS Information Survey for Franklin County

For this project, Luminesce developed a survey which was distributed among the minority HIV/AIDS serving agencies in Franklin County to ascertain the gaps in services, prevention and education efforts, and effectiveness of HIV prevention messages. Of 1,200 surveys distributed, 685 were completed (response rate = 57.1%). Luminesce was responsible for developing the survey; participant recruitment; data entry, analysis and interpretation; and report preparation.

Project:Reducing and Preventing Syphilis in the Men who have Sex with Men Community

Five focus groups and eight personal interviews were conducted with members of the target population in order to assemble direct information regarding the gaps in services, messages, and prevention efforts of the Department. Luminesce Consulting worked with personnel from the Department, community representatives, and stakeholders to determine appropriate interview questions and probes. Luminesce was solely responsible for participant recruitment, interview and group logistics, interview and group facilitation, and data analysis and interpretation. Reports were provided to the Health Department with results and recommendations for program enhancements.

Project:Community Needs Assessment for the FY 2000 Federal AIDS Prevention Grant

Luminesce was hired to conduct six focus groups based on the Franklin County, Ohio epidemiological profile to answer two key questions: 1) What services are known, accessible, appropriate and appealing to the target population? and 2) What are the experienced and perceived barriers to accessing or using HIV prevention services among the target population? Six groups of MSM, youth, IDUs and high risk women were conducted with 43 total participants. Luminesce was responsible for developing the interview schedule and probes; participant recruitment; focus group logistics and facilitation; data analysis and interpretation; and report preparation.

Project:Community Regional Action Grant

Luminesce Consulting was commissioned to provide evaluation technical assistance to four agencies receiving community regional action grants from the Columbus Health Department. These agencies included three providing HIV/AIDS education and prevention and one providing direct services to persons with HIV/AIDS. For the two years of this project, we developed evaluation tools for each agency, established appropriate methodologies for the collection and analysis of data, devised data capture systems, and provided data analysis and interpretation for each agency. Furthermore, we conducted a meta-evaluation of the prevention services provided by these agencies.

Project:Evaluation of the School Readiness Resource Centers

School Readiness Resource Centers were established to reduce children=s non-academic barriers to learning. As part of the effort to determine their effectiveness in reaching this goal, the various programs comprising this Center were evaluated. For many of the programs, paper/pencil questionnaires were devised by Luminesce Consulting for completion by students, teachers, administrators, and parents. For other evaluative information, Luminesce Consulting conducted focus groups of the stakeholders (community members, civic leaders) to determine program strengths, weaknesses, and issues of concern.

Project:Columbus Coalition Against Family Violence: Domestic Violence Project
Dates: September, 2002 - December, 2003

This project aimed to complete a program logic model, develop an evaluation plan, and implement that plan to examine the Legal Aid Society=s capacity to provide comprehensive civil legal assistance to victims of domestic violence and to examine ways in which the Legal Aid Society may strengthen their partnerships with other Coalition members. Here, Luminesce was primarily responsible for aiding in the completion of the logic model, developing the evaluation plan, and collecting and analyzing the data.

Project:Columbus Literacy Council
Dates: August, 2002 - February, 2003

For this project we analyzed data collected by the Literacy Council to determine whether there were program impacts based on the types of instruction students received. We were responsible for analyzing and interpreting data and presenting the results to the Council.

Project:Homelessness Prevention Project

This project aimed to evaluate the homeless population contacting the YWCA Family Center for shelter to gain a better understanding of the resources needed within the community to reduce the number of families entering homelessness, the issues that could help families to leave homelessness permanently, and the effects of homelessness on school mobility for children and their families. Luminesce was responsible for developing the evaluation plan and instruments, conducting personal interviews, developing databases, analyzing and interpreting data, and preparing written reports.

Project:Northeast Ohio Juvenile Detention Facility Grant Project

This project evaluated a juvenile detention facility professional training curriculum and delivery designed to enhance co-worker relations, improve response to the needs of the youth served, reduce staff turnover, and improve employee morale. Luminesce developed the evaluation tools used for the individual training sessions, administrator outcomes, and process outcomes. Luminesce was also responsible for all data collection protocols and acquisition, developing databases, analyzing and interpreting data, and preparing written reports.

Project:Evaluation of the Mental Health Employment and Wellness Coalitions

Project:Asset Map of the Columbus GLBT Community

The purpose of this project was to provide a tool for targeting resources to help resolve local problems deemed to be of importance to the Columbus Gay, Lesbian, Bisexual, and Transgender (GLBT) community. Three major phases of work were: (1) create an inventory and review of the talents of local residents, (2) conduct a review and create an inventory of local institutions, and (3) develop an inventory of informal community and neighborhood organizations. Luminesce prepared a written summary of the individual, formal, and informal assets of the Columbus GLBT community.

Project:Truancy Prevention through Mediation Program

The Truancy Prevention through Mediation Program was unique in that it required families, schools, juvenile courts, and social service agencies to work collaboratively to address the issue of chronic absenteeism and truancy. The development and revision of evaluation tools completed by each constituent involved in the mediation session, data entry and analysis, and generating reports based on these data were the primary responsibilities of Luminesce Consulting for this program. In addition to these efforts, assistance in conducting a longitudinal examination of the effectiveness of this program in reducing truancy among students over time and the effectiveness of the program in improving academic performance and student behavior as related by parents/guardians and school personnel were also a focus for Luminesce.

Project:Evaluation of the State & Territorial Minority HIV/AIDS Demonstration Grant

For this project, Luminesce Consulting was hired to conduct an assessment of the overall implementation of the grant, organizational capacities, and capacity building of the seven Ohio coalitions. We also assisted the coalitions in identifying collaborative opportunities, and delineating methods for monitoring their effectiveness within the minority community. Throughout this process Luminesce utilized quantitative and qualitative methodologies and developed tools for coalitions to use for self-assessment and evaluation.

Luminesce was responsible for designing and implementing all facets of the evaluation, including quantitative and qualitative assessments, model fidelity, and the process evaluation.

Project:Needs Assessment of Vision and Hearing Services in Ohio

This project was designed to determine the access needs of children under the age of 18 for vision and hearing services in the state of Ohio. Luminesce Consulting, LLC was responsible for developing a quantitative instrument to be used to measure the health status indicators for each county, rank order analysis of need based on the indicators selected, compiled data, analyzed data and submitted a final report to ODH.

Project:Save Our Sight Program Evaluation

The purpose of this project was to evaluate the Save Our Sight Program and its subgrantees. Project:Sudden Infant Death Syndrome (SIDS) Program Evaluation

The purpose of this evaluation was to measure the effectiveness of program activities to assure cases are reported, families are provided with support and bereavement services, prevention strategies are developed to address racial disparities in SIDS, and to determine the efficiency of the services provided in terms of costs and benefits. Responsibilities for Luminesce were, developing an evaluation framework design which included quantitative and qualitative data collection processes, evaluation criteria, data analysis, cost/benefit analysis, interpretation, and a written summary of the plan and framework.

Project:Client-Level Prenatal and Postpartum Tobacco Treatment

The purpose of this project was to obtain, from the client’s perspective, effective messages that encourage women to stop smoking during the prenatal period; to not relapse during the postpartum period; and to ask their provider for assistance with quitting. Primary responsibilities of Luminesce Consulting were: developing a written plan for implementing focus groups in four ODH identified pilot counties to assess the media, educational materials, and self-help materials in the health care setting regarding tobacco use and treatment; determining the barriers to receiving cessation services and successfully quitting smoking for prenatal women, postpartum women, and family members; preparing an interview schedule and screener’s guide for focus groups; participant recruitment; scheduling and conducting focus groups; analyzing focus group data; and providing ODH with a final written report.

This project was designed to assist the Division of Family and Community Health Services in developing a strategic plan for conducting a needs assessment of maternal and child health for the state of Ohio. This project was designed to assist the Bureau of Children with Medical Handicaps to conduct a series of parent-based focus groups for input into the content of the newly created statewide birth defects surveillance system. Primary responsibilities for this project included: developing focus group questions, probes, composition, and logistics, facilitating focus groups, developing written reports of processes and outcomes, and an oral presentation of findings to the Birth Defects Advisory Council.

Project:Update to the Community Level Needs Assessment of Persons Living with HIV in the State of Ohio

This project entailed revising the Needs Assessment survey utilized to determine the gaps in services for persons living with HIV in the state of Ohio. In addition to revising the survey, Luminesce collected data from 1,400 persons living with HIV across the state, conducted data entry and preliminary analyses of these data, and provided a comprehensive report to the contractee.

This project was designed to assess the workplace wellness of the Ohio Department of Mental Health Central Office. Here, Luminesce analyzed and synthesized qualitative data collected by a third party in a preliminary contract. An additional contract had Luminesce facilitating five focus groups with Central Office employees (support staff, mid and upper level management) around methods for enhancing workplace wellness, analyzing those data, and providing a report detailing emergent themes, issues, and recommendations.

Project:Evaluation of the Ohio Commission on Dispute Resolution and Conflict Management

This evaluation effort consisted of determining ways in which to evaluate the program efforts of the Ohio Commission on Dispute Resolution and Conflict Management. As one of five states participating in this pilot project, the Policy Consensus Institute was trying to determine ways to evaluate state departments of dispute resolution. Luminesce Consulting was responsible for developing the program logic model and evaluation strategy for the Ohio Commission.

Project:Evaluation of the Save Our Sight (SOS) Program for Children’s Vision

School Readiness Resource Centers were established to reduce the non-academic barriers to children=s learning. This project entailed creating a program model for the School Readiness Resource Center that was aligned with the state goals and established purposes for these Centers. Luminesce Consulting was hired to review and modify the program logic model, identify programmatic outcomes, and determine appropriate methods for evaluating the effectiveness and efficiency of these programs. A program guide was devised as a resource tool for the contractee.

Supreme Court of Ohio


Projects:Dispute Resolution program; Longitudinal Examination of the Truancy Prevention through Mediation Program
Dates: July, 2000 - June, 2001; October, 2002 - June, 2003; October, 2004-July, 2005

This program was designed for families, schools, juvenile courts, and social service agencies to work collaboratively to address the issue of chronic absenteeism and truancy in three rural Ohio counties. Here, we devised evaluation tools for use by participating schools and courts receiving funding from the Supreme Court for truancy prevention programs. In addition to developing questionnaires, Luminesce conducted the data entry, analysis, interpretation, and provided the Court with a report of findings and recommendations for improvement.
The longitudinal study examined the long term effects of using mediation as a way of preventing truancy among students identified as high risk. Eight counties in Ohio were examined and data collected from approximately 100 students. The Program was quite effective in sustaining the desired results on truancy, with most students demonstrating a significant reduction in school absenteeism one to two years after mediation.

United Way of Central Ohio


Project:Central Ohio GLBT Census

This web-based project was designed to gather data about the Central Ohio gay, lesbian, bisexual, and transgender (GLBT) community. Luminesce was charged with designing and implementing an instrument and method to accomplish gathering data about the GLBT community, analyzing data collected, and summarizing results. In addition to developing a quantitative web-based tool for this purpose, we also conducted focus groups of various GLBT sub-populations to address topics identified from the census which required further details.
